Clearing the DNS cache on your computer:
windows:

ipconfig /flushdns

OS X:

dscacheutil -flushcache

linux:

/etc/init.d/nscd restart

You can't clear the cache on your ISPs DNS servers but you can use different servers (opendns, googledns, etc)
